I have the honour to inform you that I
have received a petition from the Indians employed in the
Civil Service of the Colony asking that they may be accord
-ed the privilege of free return passages for themselves
and families when they take their leave.
2.
I have caused a scheme, copy of which
I enclose, to be drawn up and would recommend its adoption.
It is based on the scheme for the Subordinate European
Service.
3.
It is estimated that the probable
yearly cost of the scheme would be under $1,000 and I
would request that I may be notified of your decision by
telegraph so that provision may be made in next year's
Estimates if the scheme meets with your approval.
